China’s Appetite for Wood Takes a Heavy Toll on Forests

More than half of the timber now shipped globally is destined for China. But unscrupulous Chinese companies are importing huge amounts of illegally harvested wood, prompting conservation groups to step up boycotts against rapacious timber interests.


In Chinese folklore, a dragon symbolizes strength. It is an apt icon for a nation whose rise as an economic superpower has been nothing short of meteoric.

While China’s stunning economic advances have come at significant environmental cost, the boom has been a plus in a few realms. The country is investing avidly in green technologies, such as solar energy and high-tech car batteries. It has also undertaken an ambitious national reforestation program, while cracking down on illegal forest clearing and logging inside its borders. According to the UN Food and Agricultural Organization, forest cover in China, including large areas of timber plantations, increased from 157 million hectares in 1990 to 197 million hectares in 2005.

wood and paper products. China is now the “wood workshop for the world,” according to Forest Trends, a Washington, D.C.-based think tank, consuming more than 400 million cubic meters of timber annually to feed both its burgeoning exports and growing domestic demands. Production of paper products has also grown dramatically in China, doubling from 2002 to 2007.

But the rise of the Chinese dragon has a darker side. As much as half of the timber and much of the paper pulp consumed by China is imported, primarily from tropical nations or nearby Siberia. In and of itself, there is nothing wrong with this — China has every right to grow economically and seek the kind of prosperity that industrial nations have long enjoyed. However, in its fervor to secure timber, minerals, and other natural resources, China is increasingly seen as a predator on the world’s forests.



China is now overwhelmingly the biggest global consumer of tropical timber, importing around 40 to 45 million cubic meters of timber annually. Today, more than half of all timber being shipped anywhere in the world is destined for China. Many nations in the Asia-Pacific region and Africa export the lion’s share of their timber to China.

China faces three criticisms by those worried about the health and biodiversity of the world’s forests. First, the country and its hundreds of wood-products corporations and middlemen have been remarkably aggressive in pursuing timber supplies globally, while generally being little concerned with social equity or environmental sustainability. For instance, China has helped fund and promote an array of ambitious new road or rail projects that are opening up remote forested regions in the Amazon, Congo Basin, and Asia-Pacific to exploitation. Such frontier roads can unleash a Pandora’s Box of activities — including illegal colonization, hunting, mining, and land speculation — that are often highly destructive to forests.

China is also a major consumer of wood pulp, which is helping to drive large-scale deforestation in places like Sumatra and Borneo. During a recent visit to Sumatra, I witnessed the felling of large expanses of native rainforests, which are being chopped up and fed into the world’s largest wood-pulp plant, located nearby, and replaced by monocultures of exotic acacia trees.

Second, China, in its relentless pursuit of timber, almost exclusively seeks raw logs. Raw logs are the least economically beneficial way for developing nations to exploit their timber resources, as they provide only limited royalties and little employment, workforce training, and industrial development. As a result, most of the profits from logging are realized by foreign timber-cutters, shippers, and wood-products manufacturers. A cubic meter of the valuable timber merbau (Intsia bijuga), for instance, yields only around $11 to local communities in Indonesian Papua but around $240 when delivered as raw logs to wood-products manufacturers in China, who profit further by converting it into prized wood flooring.

Finally, China has done little to combat the scourge of illegal logging, which is an enormous problem in many developing nations. A 2011 report on illegal logging by Interpol and the World Bank concluded that, among 15 of the major timber-producing countries in the tropics, two-thirds had half or more of their timber harvested illegally. Globally, economic losses and tax and royalty evasion from illegal logging are thought to cost around $15 billion annually — a large economic burden for developing nations. Forest ecosystems suffer serious impacts as well, because illegal loggers frequently ignore environmental controls on cutting operations.

year. This is an incredible figure — twice the total amount imported annually by leading industrial nations.

Around a third of Chinese timber imports are ultimately exported, as furniture, plywood, flooring, disposable chopsticks, and other wood products. European countries, the U.S, and Japan are the biggest importers, with consumers there often unaware of the illicit origin of many wood products from China.

When it comes to illegal or predatory logging, it has not been easy to get China’s attention. Stories about illegal logging rarely penetrate the Chinese news media. For example, in 2006 the Association for Tropical Biology and Conservation (ATBC), an international scientific organization, held its annual conference in Kunming, China. At the time I was president of the ATBC, and I spoke at length to Chinese journalists about the problem of illegal logging and the risks it posed for Chinese exporters. To my knowledge, not a single story about my concerns was reported in China, even though I emailed the journalists a summary of my comments translated into Mandarin Chinese.

Outside China, the story is different. Awareness of the rapacious nature of Chinese timber interests is growing, especially since a 2005 report by a green group, the Environmental Investigation Agency, that detailed massive illegal logging and timber theft in the Indonesian state of Papua. Smuggled timber from Papua arrived in mainland China via international criminal syndicates involving corrupt Indonesian insiders, Malaysian loggers, and Singaporean shippers. Other groups, such as the World Resources Institute, Forest Trends, WWF, and Greenpeace, have laid similar claims against China. With mainstream organizations such as the World Bank, Interpol, and Chatham House joining in, what began as murmurs of concern is becoming a loud clamor for change.

This is a dangerous situation for Chinese businesses and exporters. Influential environmental organizations in Europe and North America have their eye on China. For example, the Rainforest Action Network (RAN) has waged a campaign urging corporate customers to avoid paper and pulp products originating from two of Indonesia’s largest corporations, Asian

Pulp & Paper (APP) and APRIL, which are felling large expanses of native rainforest for wood pulp. The pulp and paper have been used by Chinese manufacturers to make branded products for scores of well-known companies around the world. Some of those companies — including Gucci, Scholastic, Hachette, and Tiffany & Co. — have switched to recycled and sustainably certified paper products. As of this year, other companies — including Prada, American Greetings, Marc Jacobs, and the Rupert Murdoch-owned HarperCollins publishing — are continuing to use APP or APRIL paper products supplied by Chinese manufacturers, according to RAN.

Such actions could have a big impact on Chinese exports. Boycotts initiated by green groups can have a major influence on consumer preferences and have forced some of the largest retail chains in North America and Europe, such as Walmart and Ikea, to limit products sourced from old-growth forests. Meanwhile, eco-certified timber products accounted for $7.4 billion in sales in the U.S. alone in 2005, and were expected to grow to $38 billion there by 2010. At some point, Chinese companies will buck the trend toward sustainable logging at their peril.

Adding teeth to such consumer actions are tougher laws and initiatives in industrial nations. In particular, new provisions to the Lacey Act in the U.S., and the European Union Timber Action Plan in Europe are increasingly holding corporations that import illicit timber products responsible for their actions.

One senses that efforts to combat illicit timber imports are finally beginning to gain some traction in China. The relevant government agencies are now engaged, and the country has commissioned an analysis of its role as an importer of illegal timber and released draft guidelines to improve sustainability of its timber-importing corporations. It also recently hosted the Asia Forest Partnership Dialogue 2011, in Beijing, designed to assess progress in efforts to combat illegal logging in Asia over the last decade.

However, China still has no national action plan or legislation to prevent the import of illegally sourced timber, and no formal trade arrangements with major timber-producing countries designed to improve enforcement. Despite dominating the global timber market, Chinese wood-products corporations feel little pressure from buyers to improve the legality of their timber products and consider it largely unimportant to their future competitiveness, according to the Chatham House report.

The bottom line: China’s efforts to limit the environmental impacts of its burgeoning timber imports are still mostly lip-service, with little practical impact.

Check the labels when you shop for any wood or paper products. If it says, “Made in China,” be wary of the dragon, and think twice before buying.

World headed for irreversible climate change in five years, IEA warns

The world is likely to build so many fossil-fuelled power stations, energy-guzzling factories and inefficient buildings in the next five years that it will become impossible to hold global warming to safe levels, and the last chance of combating dangerous climate change will be "lost for ever", according to the most thorough analysis yet of world energy infrastructure.
Pollution due to carbon emissions due to rise says IEA : Coal burning power plant, Kentucky, USAAnything built from now on that produces carbon will do so for decades, and this "lock-in" effect will be the single factor most likely to produce irreversible climate change, the world's foremost authority on energy economics has found. If this is not rapidly changed within the next five years, the results are likely to be disastrous.
"The door is closing," Fatih Birol, chief economist at the International Energy Agency, said. "I am very worried – if we don't change direction now on how we use energy, we will end up beyond what scientists tell us is the minimum [for safety]. The door will be closed forever."
If the world is to stay below 2C of warming, which scientists regard as the limit of safety, then emissions must be held to no more than 450 parts per million (ppm) of carbon dioxide in the atmosphere; the level is currently around 390ppm. But the world's existing infrastructure is already producing 80% of that "carbon budget", according to the IEA's analysis, published on Wednesday. This gives an ever-narrowing gap in which to reform the global economy on to a low-carbon footing.
If current trends continue, and we go on building high-carbon energy generation, then by 2015 at least 90% of the available "carbon budget" will be swallowed up by our energy and industrial infrastructure. By 2017, there will be no room for manoeuvre at all – the whole of the carbon budget will be spoken for, according to the IEA's calculations.
Birol's warning comes at a crucial moment in international negotiations on climate change, as governments gear up for the next fortnight of talks in Durban, South Africa, from late November. "If we do not have an international agreement, whose effect is put in place by 2017, then the door to [holding temperatures to 2C of warming] will be closed forever," said Birol.
But world governments are preparing to postpone a speedy conclusion to the negotiations again. Originally, the aim was to agree a successor to the 1997 Kyoto protocol, the only binding international agreement on emissions, after its current provisions expire in 2012. But after years of setbacks, an increasing number of countries – including the UK, Japan and Russia – now favour postponing the talks for several years.
Both Russia and Japan have spoken in recent weeks of aiming for an agreement in 2018 or 2020, and the UK has supported this move. Greg Barker, the UK's climate change minister, told a meeting: "We need China, the US especially, the rest of the Basic countries [Brazil, South Africa, India and China] to agree. If we can get this by 2015 we could have an agreement ready to click in by 2020." Birol said this would clearly be too late. "I think it's very important to have a sense of urgency – our analysis shows [what happens] if you do not change investment patterns, which can only happen as a result of an international agreement."
Nor is this a problem of the developing world, as some commentators have sought to frame it. In the UK, Europe and the US, there are multiple plans for new fossil-fuelled power stations that would contribute significantly to global emissions over the coming decades.
The Guardian revealed in May an IEA analysis that found emissions had risen by a record amount in 2010, despite the worst recession for 80 years. Last year, a record 30.6 gigatonnes (Gt) of carbon dioxide poured into the atmosphere from burning fossil fuels, a rise of 1.6Gt on the previous year. At the time, Birol told the Guardian that constraining global warming to moderate levels would be "only a nice utopia" unless drastic action was taken.
The new research adds to that finding, by showing in detail how current choices on building new energy and industrial infrastructure are likely to commit the world to much higher emissions for the next few decades, blowing apart hopes of containing the problem to manageable levels. The IEA's data is regarded as the gold standard in emissions and energy, and is widely regarded as one of the most conservative in outlook – making the warning all the more stark. The central problem is that most industrial infrastructure currently in existence – the fossil-fuelled power stations, the emissions-spewing factories, the inefficient transport and buildings – is already contributing to the high level of emissions, and will do so for decades. Carbon dioxide, once released, stays in the atmosphere and continues to have a warming effect for about a century, and industrial infrastructure is built to have a useful life of several decades.
Yet, despite intensifying warnings from scientists over the past two decades, the new infrastructure even now being built is constructed along the same lines as the old, which means that there is a "lock-in" effect – high-carbon infrastructure built today or in the next five years will contribute as much to the stock of emissions in the atmosphere as previous generations.
The "lock-in" effect is the single most important factor increasing the danger of runaway climate change, according to the IEA in its annual World Energy Outlook, published on Wednesday.
Climate scientists estimate that global warming of 2C above pre-industrial levels marks the limit of safety, beyond which climate change becomes catastrophic and irreversible. Though such estimates are necessarily imprecise, warming of as little as 1.5C could cause dangerous rises in sea levels and a higher risk of extreme weather – the limit of 2C is now inscribed in international accords, including the partial agreement signed at Copenhagen in 2009, by which the biggest developed and developing countries for the first time agreed to curb their greenhouse gas output.
Another factor likely to increase emissions is the decision by some governments to abandon nuclear energy, following the Fukushima disaster. "The shift away from nuclear worsens the situation," said Birol. If countries turn away from nuclear energy, the result could be an increase in emissions equivalent to the current emissions of Germany and France combined. Much more investment in renewable energy will be required to make up the gap, but how that would come about is unclear at present.
Birol also warned that China – the world's biggest emitter – would have to take on a much greater role in combating climate change. For years, Chinese officials have argued that the country's emissions per capita were much lower than those of developed countries, it was not required to take such stringent action on emissions. But the IEA's analysis found that within about four years, China's per capita emissions were likely to exceed those of the EU.
In addition, by 2035 at the latest, China's cumulative emissions since 1900 are likely to exceed those of the EU, which will further weaken Beijing's argument that developed countries should take on more of the burden of emissions reduction as they carry more of the responsibility for past emissions.
In a recent interview with the Guardian recently, China's top climate change official, Xie Zhenhua, called on developing countries to take a greater part in the talks, while insisting that developed countries must sign up to a continuation of the Kyoto protocol – something only the European Union is willing to do. His words were greeted cautiously by other participants in the talks.
Continuing its gloomy outlook, the IEA report said: "There are few signs that the urgently needed change in direction in global energy trends is under way. Although the recovery in the world economy since 2009 has been uneven, and future economic prospects remain uncertain, global primary energy demand rebounded by a remarkable 5% in 2010, pushing CO2 emissions to a new high. Subsidies that encourage wasteful consumption of fossil fuels jumped to over $400bn (£250.7bn)."
Meanwhile, an "unacceptably high" number of people – about 1.3bn – still lack access to electricity. If people are to be lifted out of poverty, this must be solved – but providing people with renewable forms of energy generation is still expensive.
Charlie Kronick of Greenpeace said: "The decisions being made by politicians today risk passing a monumental carbon debt to the next generation, one for which they will pay a very heavy price. What's seriously lacking is a global plan and the political leverage to enact it. Governments have a chance to begin to turn this around when they meet in Durban later this month for the next round of global climate talks."
One close observer of the climate talks said the $400bn subsidies devoted to fossil fuels, uncovered by the IEA, were "staggering", and the way in which these subsidies distort the market presented a massive problem in encouraging the move to renewables. He added that Birol's comments, though urgent and timely, were unlikely to galvanise China and the US – the world's two biggest emittters – into action on the international stage.
"The US can't move (owing to Republican opposition) and there's no upside for China domestically in doing so. At least China is moving up the learning curve with its deployment of renewables, but it's doing so in parallel to the hugely damaging coal-fired assets that it is unlikely to ever want (to turn off in order to) to meet climate targets in years to come."

"This is not the scenario we wanted," she said. "But making an agreement is not easy. What we are looking at is not an international environment agreement — what we are looking at is nothing other than the biggest industrial and energy revolution that has ever been seen."

Climate change causing massive movement of tree species across the West

ScienceDaily (Nov. 3, 2011) — A huge "migration" of trees has begun across much of the West due to global warming, insect attack, diseases and fire, and many tree species are projected to decline or die out in regions where they have been present for centuries, while others move in and replace them.
In an enormous display of survival of the fittest, the forests of the future are taking a new shape.
In a new report, scientists outline the impact that a changing climate will have on which tree species can survive, and where. The study suggests that many species that were once able to survive and thrive are losing their competitive footholds, and opportunistic newcomers will eventually push them out.
In some cases, once-common species such as lodgepole pine will be replaced by other trees, perhaps a range expansion of ponderosa pine or Douglas-fir. Other areas may shift completely out of forest into grass savannah or sagebrush desert. In central California, researchers concluded that more than half of the species now present would not be expected to persist in the climate conditions of the future.
"Some of these changes are already happening, pretty fast and in some huge areas," said Richard Waring, professor emeritus at Oregon State University and lead author of the study. "In some cases the mechanism of change is fire or insect attack, in others it's simply drought.
"We can't predict exactly which tree (species) will die or which one will take its place, but we can see the long-term trends and probabilities," Waring said. "The forests of our future are going to look quite different."
Waring said tree species that are native to a local area or region are there because they can most effectively compete with other species given the specific conditions of temperature, precipitation, drought, cold-tolerance and many other factors that favor one species over another in that location.
As those climatic conditions change, species that have been established for centuries or millennia will lose their competitive edge, Waring said, and slowly but surely decline or disappear.
This survey, done with remote sensing of large areas over a four-year period, compared 15 coniferous tree species that are found widely across much of the West in Canada and the United States. The research explored impacts on 34 different "eco-regions" ranging from the Columbia Plateau to the Sierra Nevada, Snake River Plain and Yukon Highlands.
It projected which tree species would be at highest risk of disturbance in a future that's generally expected to be 5-9 degrees Fahrenheit warmer by 2080, with perhaps somewhat more precipitation in the winter and spring, and less during the summer.
Among the findings:
  • Some of the greatest shifts in tree species are expected to occur in both the northern and southern extremes of this area, such as British Columbia, Alberta, and California.
  • Large declines are expected in lodgepole pine and Engelmann spruce, and more temperate species such as Douglas-fir and western hemlock may expand their ranges.
  • Many wilderness areas are among those at risk of the greatest changes, and will probably be the first to experience major shifts in tree species.
  • Some of the mild, wetter areas of western Oregon and Washington will face less overall species change than areas of the West with a harsher climate.
  • More than half of the evergreen species are experiencing a significant decrease in their competitiveness in six eco-regions.
  • Conditions have become more favorable for outbreaks of diseases and insects.
  • Warming will encourage growth at higher elevations and latitudes, and increased drought at the other extremes. Fire frequency will continue to increase across the West, and any tree species lacking drought resistance will face special challenges.
"Ecosystems are always changing at the landscape level, but normally the rate of change is too slow for humans to notice," said Steven Running, the University of Montana Regents Professor and a co-author of the study. "Now the rate of change is fast enough we can see it."
Even though the rate of change has increased, these processes will take time, the scientists said. A greater stability of forest composition will not be attained anytime soon, perhaps for centuries.
"There's not a lot we can do to really control these changes," Waring said. "For instance, to keep old trees alive during drought or insect attacks that they are no longer able to deal with, you might have to thin the forest and remove up to half the trees. These are very powerful forces at work."
One of the best approaches to plan for an uncertain future, the researchers said, is to maintain "connective corridors" as much as possible so that trees can naturally migrate to new areas in a changing future and not be stopped by artificial boundaries.
Also collaborating on the research was Nicholas Coops at the University of British Columbia. The work has been supported by NASA, and the study is being published in two professional journals, Ecological Modelling and Remote Sensing of Environment.

With Deaths of Forests, a Loss of Key Climate Protectors

WISE RIVER, Mont. — The trees spanning many of the mountainsides of western Montana glow an earthy red, like a broadleaf forest at the beginning of autumn.
But these trees are not supposed to turn red. They are evergreens, falling victim to beetles that used to be controlled in part by bitterly cold winters. As the climate warms, scientists say, that control is no longer happening.
Across millions of acres, the pines of the northern and central Rockies are dying, just one among many types of forests that are showing signs of distress these days.
From the mountainous Southwest deep into Texas, wildfires raced across parched landscapes this summer, burning millions more acres. In Colorado, at least 15 percent of that state’s spectacular aspen forests have gone into decline because of a lack of water.
The devastation extends worldwide. The great euphorbia trees of southern Africa are succumbing to heat and water stress. So are the Atlas cedars of northern Algeria. Fires fed by hot, dry weather are killing enormous stretches of Siberian forest. Eucalyptus trees are succumbing on a large scale to a heat blast in Australia, and the Amazon recently suffered two “once a century” droughts just five years apart, killing many large trees.
Experts are scrambling to understand the situation, and to predict how serious it may become.
Scientists say the future habitability of the Earth might well depend on the answer. For, while a majority of the world’s people now live in cities, they depend more than ever on forests, in a way that few of them understand.
Scientists have figured out — with the precise numbers deduced only recently — that forests have been absorbing more than a quarter of the carbon dioxide that people are putting into the air by burning fossil fuels and other activities. It is an amount so large that trees are effectively absorbing the emissions from all the world’s cars and trucks.
Without that disposal service, the level of carbon dioxide in the atmosphere would be rising faster. The gas traps heat from the sun, and human emissions are causing the planet to warm.
Yet the forests have only been able to restrain the increase, not halt it. And some scientists are increasingly worried that as the warming accelerates, trees themselves could become climate-change victims on a massive scale.
“At the same time that we’re recognizing the potential great value of trees and forests in helping us deal with the excess carbon we’re generating, we’re starting to lose forests,” said Thomas W. Swetnam, an expert on forest history at the University of Arizona.
While some of the forests that died recently are expected to grow back, scientists say others are not, because of climate change.
If forests were to die on a sufficient scale, they would not only stop absorbing carbon dioxide, they might also start to burn up or decay at such a rate that they would spew huge amounts of the gas back into the air — as is already happening in some regions. That, in turn, could speed the warming of the planet, unlocking yet more carbon stored in once-cold places like the Arctic.
Scientists are not sure how likely this feedback loop is, and they are not eager to find out the hard way.
“It would be a very different world than the world we’re in,” said Christopher B. Field, an ecologist at the Carnegie Institution for Science.
It is clear that the point of no return has not been reached yet — and it may never be. Despite the troubles of recent years, forests continue to take up a large amount of carbon, with some regions, including the Eastern United States, being especially important as global carbon absorbers.
“I think we have a situation where both the ‘forces of growth’ and the ‘forces of death’ are strengthening, and have been for some time,” said Oliver L. Phillips, a prominent tropical forest researcher with the University of Leeds in England. “The latter are more eye-catching, but the former have in fact been more important so far.”
Scientists acknowledge that their attempts to use computers to project the future of forests are still crude. Some of those forecasts warn that climate change could cause potentially widespread forest death in places like the Amazon, while others show forests remaining robust carbon sponges throughout the 21st century.
“We’re not completely blind, but we’re not in good shape,” said William R. L. Anderegg, a researcher at Stanford University.
Many scientists say that ensuring the health of the world’s forests requires slowing human emissions of greenhouse gases. Most nations committed to doing so in a global environmental treaty in 1992, yet two decades of negotiations have yielded scant progress.
In the near term, experts say, more modest steps could be taken to protect forests. One promising plan calls for wealthy countries to pay those in the tropics to halt the destruction of their immense forests for agriculture and logging.
But now even that plan is at risk, for lack of money. Other strategies, like thinning overgrown forests in the American West to make them more resistant to fire and insect damage, are also going begging in straitened times. With growing economic problems and a Congress skeptical of both climate science and new spending, chances for additional funding appear remote.
So, even as potential solutions to forest problems languish, signs of trouble build.
